The UI is driven by Windows Locale stuff. However, PTC R&D told me that apparently changing LC_MESSAGES environment variable will do it.

From the help topic:  LC_MESSAGES — Specifying the User Interface Language
      https://support.ptc.com/help/arbortext/r8.2.1.0/en/#page/admin/admin/help5161.html

LC_MESSAGES lets you display the Arbortext Editor user interface in a language other than that of your current system locale or language setting. Several localizations (such as French, German, Spanish, Japanese, and Simplified Chinese) of the Arbortext Editor user interface are available. Localizations vary by release, so refer to the Arbortext Editor, Arbortext Styler, and Arbortext Architect Release Notes for a list of localizations available for this release of Arbortext Editor.

For supported languages, Arbortext Editor will automatically load the native user interface for the current Windows language setting. For example, if Arbortext Editor is started with a default language set to German, then Arbortext Editor will load the German user interface. In this case, you could need to set the LC_MESSAGES environment variable to en to use the English user interface. If your workstation supports Multilingual-User Interface (MUI), you can also change languages using the Windows Control Panel Regional and Language Options.

LC_MESSAGES accepts the following language codes:

      Supported Language Codes
      Language Windows Language Code
      English en (default)
      Chinese (Simplified)* chs
      Chinese (Traditional)* cht
      French fr
      German de
      Italian it
      Japanese* jpn
      Korean* kor
      Spanish es

      * For CJK locales, you must also make the following changes on the Regional Options Control panel and then reboot the workstation.

      • On the Regional Options tab, set the options as appropriate for your language.
      • On the Advanced tab, select the language to match the language version of the non-Unicode programs you want to use.
